导读
胡锦涛特别强调指出:"中国－东盟博览会作为国家层面的一个国际性展会，已经成为我国和东盟经贸合作的重要平台，中央将大力支持广西办好这个博览会。中国－东盟博览会要长期举办下去。要办出特色，办出成效。"
新加坡是中国第八大外资来源地。在东盟对华约400亿美元的投资中，新加坡约占360亿元美元。新加坡是东南亚国家中最早与中国开展经济合作的国家。多年以来，中国一直是新加坡企业海外投资的首选地，也是新加坡在海外的第一大投资国。
本书建议构建"中国－东盟商会与科技合作园区"，并不是对"泛北合作"唯一的建议，但它一定是对关联规律认识与驾驭的一个具体案例剖析--假如与"泛北合作"实施发生实质性关联，那也只是证明这个规律的实用性与普遍意义。
第九章提出"以信息枢纽引领"泛北合作"、关联并导入新加坡因素、建设中国－东盟商会与科技合作园区"三大建议。这是本书根据关联理论对"泛北合作"提供的重大谋略及思路。

9：Strategies for the Pan-Beibu Gulf Cooperation
Introduction：
Hu
Jintao，president of the People’s Republic of China stressed that：“To establish a
good platform for exchanges and cooperation. As a state-level international
exposition，China-ASEAN Exposition has become an important platform for
China-ASEAN economic and trade cooperation. The central government will spare no
efforts to support Guangxi’s holding such an exposition. And China-ASEAN
Exposition shall be held continuously. Efforts should be made to demonstrate the
characteristics of China-ASEAN Exposition and to gain positive
results.”
Singapore
ranks No.8 in terms of foreign investment source in China. Of the 40 billion US
dollars investment，Singapore makes up about 36 billion. Among the Southeast
Asian countries，Singapore is the earliest country to have economic cooperation
with China. For many years，China has been the first choice for Singaporean
enterprises to inject oversea investment and the largest investment nation for
Singapore.
The book
suggests the establishment of China-ASEAN Chamber of Commerce and Technological
Cooperation Park. However，it is not the sole suggestion for Pan-Beibu Gulf
Cooperation. It is a concrete case for study on understanding and applying the
Relating Theory. If the theory is related to the implementation of Pan-Beibu
Gulf Cooperation，it can only prove the practicability and universality of this
theory.
Chapter 9 presents the following three suggestions：to guide the Pan-Beibu Gulf
Cooperation with information hub；to relate and introduce the factor of Singapore
to the Cooperation；to establish China-ASEAN Chamber of Commerce and
Technological Cooperation Park. These are the important strategies and thinking
pattern on the Pan-Beibu Gulf Cooperation based on the Relating
Theory.
