导读
巴淡比较特殊！它不仅仅是印尼与新加坡合作的第一个经济特区，也不仅仅是新马印"成长三角"印尼一方的雁首。印尼是最早开办经济特区的东盟国家之一。与新加坡一水之隔的巴淡岛，在上个世纪八九十年代曾是印尼国民经济建设的骄傲，也是东南亚国家经济特区的成功代表。
马来西亚“多媒体超级走廊”是世界上第一个集中发展多媒体信息科技的计划，实施以来已取得巨大的成就，成为全球建设多媒体专业园区，集中发展多媒体产业的成功典范。
从2000年以来年均增长率达7.5%以上的越南经济，增幅持续位居东南亚国家之首。越南已成为亚洲经济最具活力的国家之一，工业园区成为越南发展的新亮点。
在中国，由新加坡与中国政府合作建设的苏州工业园区取得了举世瞩目的成就，综合发展指数在中国国家级开发区排名第二，被评为跨国公司眼中"中国开发区综合吸引力二十强"之首。新加坡经验已经成为中国财富。
区域合作的难题很多，其中一个重要难题就是增长点在哪里、以什么方式聚集与生成、又怎样科学可持续地扩展？进而如何带动与推动其他滞后地区的迅跑？人们发现，通过区域“成长三角”对优势产业体系的培育是一种有效途径，其中的工业园区似乎已经成为这些“成长三角”的最佳动力。在全球发展中国家领跑的中国、东盟自由贸易实体当中，这样一种模式很值得人们深入探究。
第六章集中描述了"巴淡启示、双子座耸立、越南速度、苏州神话"等关联经济的典型案例。
Chapter 6Dynamic
Relating：at the the National Strategic Level
Introduction：
Batam is at a
special location，which is not merely the first special economic cooperation zone
founded by Indonesia and Singapore nor the economic booming delta bordering
Singapore，Malaysia and Indonesia with Indonesia in leading position. Indonesia
is one of the earliest ASEAN member countries to have set up special economic
zones. As Singapore’s close neighbor separated by only a narrow strip of
waters，the Batam Island was the pride of the Indonesia’s national economic
construction in 1980s and 1990s and was the successful sample of the special
economic zones in Southeast Asia.
Malaysia Multimedia Super Corridor (MSC)
is the first concentrated plan of the optimization of multimedia information
technology in the world. It has made a great achievement since its
implementation and become a successful model for the multimedia technology parks
which concentrate on the multimedia industry in the world. Vietnam tops the
Southeast Asian countries on the average rate of economic increase as 7.5% since
2000. It is one of the most economically dynamic countries in Asia，highlighting
its industrial parks in the development.
In China，the achievements made by the
industrial park of Suzhou have attracted worldwide attentions. It now ranks the
second on the Comprehensive Development Index in the list of China’s
national-level development zones from the third place in the past. It now tops
China’s “20 most favorite development zones of comprehensive attractions”
assessed by the transnational corporations. China has learnt a lot from
Singapore’s experience and turned it into her own wealth through this jointly
running industrial park by the Singaporean and Chinese
governments.
There are many problems in
the regional cooperation. The crucial questions are where to find the economic
growing points，how to accumulate and generate such growth，how to develop
scientifically and sustainably，and further more，how to lead or drive those
underdeveloped areas to take off economically. It has been noticed that it is an
efficient way to nurture the advantageous industries in regional economic growth
deltas，and the industrial parks in them seem to have become the most dynamic
power to boost those economic deltas. Such a development model is worth in-depth
research in the free trade entity of ASEAN member countries as well in China who
is taking the lead in economic development among the developing countries of the
world.
Typical cases of Relating Economy
are discussed in Chapter 6，like “the implications of Batam”，“the towering of the
twin towers”，“Vietnam’s speed” and “the miracle of Suzhou”.
