新加坡发展的成就已经为其带来太多的荣誉--"亚洲四小龙"、新加坡奇迹等等。也有人疑惑：小国经验能有多少普遍意义？在我对新加坡的研究当中，我也几乎淡化了它曾经落后的意味，几乎忽略了它40多年前与当时所有发展中国家本质趋同的弱小特征，几乎弱化了小国同样具有大国不能无视的发展规律！
一则"新加坡国际关联度最高"的信息把我此前对关联经济的关注聚焦到了新加坡。细究之下，关联经济在新加坡是如此的魅力四射！

Chapter 2 ：Discovering Singapore
Introduction:
The achievement of Singapore has brought so many honors to her name：one of the four “Asian dragons”，Singapore miracle etc. Someone may doubt：how can the successful experience of such a small country is generalized in the world? When I was studying Singapore，I almost neglected that its past underdevelopment means something to other developing countries；I almost forgot that Singapore was also a weak small country in essence like other developing countries only 40 years ago；I almost ignored the development law that small countries also have their own features that cannot be overlooked by big countries.
Nevertheless，the information that “Singapore has the highest international relating” made me focus on Singapore with relating economic theory which I was always interested in. After close study，I found a whole new Singapore with its charming relating economy. From the very day of its establishment，Singapore aimed at working out a relating strategy of global influence. The small Singapore now can rightly be called a big country of relevance，and its early development orientation contributes to the strong relating competitive ability of Singapore today in the world.
In this chapter，a few articles about Singapore with the key word “relevance” are presented，which describes the author’s discovery of Singapore’s relating economy and records the author’s thinking about relating principles.

Discovering Singapore
Abstract： Although there are so many understandings of Singapore for people in the world，to read Singapore in a perspective of the Relating Theory can go into Singapore more thoroughly. From the angle of this theory，one can well understand the present regional development trend of economy，and make a new uncovering of development laws. Focusing on Singapore，one may find a new Singapore attached to the key word of relevance；the first place for international relevance； a country with high relating core competitive ability；the most profound influence of relevancy in business competitive ability； the future of Singapore guided by its relating competitive ability.

Singapore： A Miracle of Wealth Generated by Relevance
Abstract： The development history of Singapore is a history of establishing close relating within and outside the country.The development miracle of Singapore especially owes to its establishment of international relating better than that of many other countries. In other words，Singapore is the earliest country to create its wealth by using the method of relating skillfully. As a result，Singapore is placed at the head of world wealth in many ways. Now the country enjoys its name as a big country with relating competitive ability，a relating miracle since its beginning of industry. In a word，for Singapore relating means opening and the level of relating means the level of development.

Jurong： A Small Island Related to the World
Abstract： Almost all developing countries are troubled in their first stage of wealth development：What pattern and in what way to develop? As for Singapore，“Jurong Experiment” was carried out as early as the beginning time of its state. Even beyond its expectation，this experiment has resulted in a miracle today，i.eJurong has become the successful model of industry garden for all developing countries in Asia.In this section，the author introduces the choice of Jurong industrial park’s construction pattern，discusses Jurong’s position in the world today，and analyzes the future development of Jurong as Singapore’s petrochemical industry. Furthermore，the author tries to find out the chief elements causing the success of Jurong，and also shares his new ideas related to the success of Jurong with readers.

Creation of a Talent Base Related to the Whole World
Abstract： A new relating era comes with the economic globalization，which builds a stage for global economic competition，on which the competition of enrolling talents becomes the sharpest one. The strategy of Singapore in this talent competition is to create a talent base related to all the talents around the world. In this way， Singapore acquires its better relating competitive ability. In other words，in Singapore the shortness of natural resource and the small size of market definitely result in the state policy of embracing talents，so elite education and vocational education become the two wings of Singapore’s development miracle，while wisdom and hard working constitute the spiritual features of Singaporean. In an age of intellectual economy， Singapore has lost no chance to attract talents all around the world.

Singaporean Economic Development Bureau： “An Architect” of Global Commerce
Abstract： When studying Singapore，I have been keeping an eye on how Singapore government deals with the relation between the government’s control of the market and the market’s selfoperation，which has been a big problem of many developing countries and regions until now. I always appreciate that there are few mistakes made by Singapore in its development blueprint during tens of years of development；instead，Singapore has been improving development quality and enlarging the developing scale，which are really admired by many developing countries and regions. After I knew more about EDB of Singapore，I had a further understanding about the relating strategy adopted by the government in its administration. In this chapter，Singapore’s development pattern from globalization to localization is first introduced；then a story of sheep and goat and the principle of competition are described；after that，Singapore EDB，an up and coming department is presented，and still then the story about the creation of EDB by Lee Hsien Loong is shared with readers.

Relating Strategies for Gearing Up Towards the 21st Century
Abstract：Singapore plays a good role in the cooperation between ASEAN and China and it is the most important trade and investment partner of China. Singapore is also regarded as the main cooperation base in PanBeibu Gulf (PBG) Economic Cooperation and in the “One Axis and Two Wings” ChinaASEAN economic cooperation framework. Therefore it is especially significant to study the future relating strategy of Singapore. In this section，the following topics are concerned with：Singapore stepping into the 21st century；relating challenges facing Singapore in the 21st century； three strategies of vital decision increasing its competitive ability；and public opinions of the world on the relating future of Singapore.
