Chapter 8：Seeking Realistic Pan-Beibu Gulf Cooperation
Introduction：
Hu Jintao，president of the People’s Republic of China，put forward a far-sighted demand for the construction of Guangxi’s Beibu Gulf Economic Zone while hearing work reports by Liu Qibao，secretary of the CPC Guangxi Committee at both 2006’ and 2007’ China’s People’s Congress and Chinese People’s Political Consultative Conference held in Beijing. Premier Wen Jiabao proposed at the Summit Meeting of China and ASEAN that “The feasibility study on the Pan-Beibu Gulf Cooperation should be conducted actively.” At both 2007’s China’s People’s Congress and Chinese People’s Political Consultative Conference，the representatives to the two national meetings focused on the topic of Pan-Beibu Gulf Cooperation and made special researches on it. And this cooperative project has also attracted international attention. All these have highlighted the cooperation，which has been become the hottest topic among the China-ASEAN political circle and business circle as well as among the academic circle.
The Pan-Beibu Gulf Cooperation is of great significance，and its historical process will be completed as realistic problems of such cooperation are solved. Seldom do the developing countries perceive their own development from a complete new angle and such a high viewpoint. This new angle and height is a reflection of their scientific and realistic attitude.
How do Guangxi governmental officials and entrepreneurs think about the Pan-Beibu Gulf Cooperation? What shall be focused on that Cooperation of present stage? What can be the trend in the future? The author is making an in-depth study of these questions with his Theory of Relating Economy.
