铁山港区位于广西自治区南端，北海市东部，背靠大西南，面向东南亚，濒临北部湾，建港条件优越,土地平坦辽阔,淡水资源丰富,具备发展临海大型工业的先天优势。自治区党委书记刘奇葆已代表自治区作出了重点发展北海铁山港工业区和防城企沙工业区，拉动北部湾（广西）经济区开放开发的重要指示，为铁山港的开发带来了千载难逢的良好机遇。北海市委、市政府审时度势，决定加快铁山港开发建设的决定，并在国家有关部门的支持和自治区北部湾经济区规划建设管理委员会的帮助下，对铁山港区提出了近期规划50平方公里、近中期规划150平方公里、远景规划400平方公里的规划意见。为了稳步推进铁山港工业区的开发建设工作，我市决定实施以点带面战略，先期启动铁山港工业区起步区的规划建设，通过起步区的投资开发，带动铁山港工业区全面开放开发。

    铁山港工业区起步区选址于铁山港工业区的中部北暮盐场，面积约为6平方公里，其中首期启动面积约2.5平方公里。该用地基本为国有盐场及滩涂，土地使用许可手续相对简单，并且利用即将开工建设的5万吨级航道疏浚工程的砂子对盐场及滩涂进行吹填，很快即可形成工业开发用地。起步区的基础设施配套已较为完善，东临港口码头（配套有5万吨级航道），已建成营闸公路、启动建设7号路及其支线，合浦向铁山港供水一期工程已完成，污水处理厂已落实投资者，北海电厂就在附近，铁山港区已编制了区域环评。该起步区用地性质为工业及仓储用地，铁山港区拥有储量丰富且易于开采的高品位石英砂及高岭土资源，适宜投资建设大型浮法玻璃和陶瓷工业项目，欢迎投资建设其他临海工业尤其是石化、磷化工业项目，工业标准厂房及仓储物流项目。

    Startup Area Construction of Tieshan’gang Offshore Industrial Zone - Phase 1

    Project Description

    Tieshan’gang District is located in the southern end of Guangxi Zhuang Autonomous Region and on the east part of Beihai, having southwest region of China behind, Southeast Asia in front. Based on a vast expanse of smooth land and abundant fresh water, Tieshan’gang enjoys natural advantages for the development of large-sized offshore industries and the construction of ports. The general secretary of Guangxi Committee of the CPC, Mr. Liu Qibao on behalf of Guangxi authority points out to focus on the development of Tieshan’gang in Beihai and Qisha Industrial Zone in Fangcheng to accelerate the opening-up and development of Beibu Gulf (Guangxi) Economic Zone. It provides a blue moon for Tieshan’gang. Under the guidance of Guangxi authority, Beihai authority made a significant strategic decision on accelerating the opening-up and development of Tieshan’gang. Thanks to the total support by national relevant agencies and the Planning, Construction and Management Committee of Beibu Gulf (Guangxi) Economic Zone, Tieshan’gang authority propose plans, that is 50 square kilometers of area for development in short term, 150 square kilometers in medium term and 400 square kilometers in long term. The city carries out the strategy of taking the phase 1 construction of Tieshan’gang Offshore Industrial Zone as a beginning and promotes all-round development of the whole zone.

    The phase 1 construction lies at Beimu Salt Works in the middle of Tieshan’gang Offshore Industrial Zone, covering an area of 6 square kilometers, including 2.5 square kilometers of initial development area. The lands are mostly salt works and beach. The approval of land permit is simple. The tidal flat, salt field and land-based area can be reengineered into fine lands for industrial and storage use by blowing sands from port channel (50,000-tons) construction. Initial development area has complete facilities. There exists wharf in the east with 50,000-ton port channel. Yinpan-Zhakou Road, No.7 road and branch have completed construction. Water Supply Project - Phase 1 from the Hepu to Tieshan’gang has finished. Beihai Power Plant is nearby. Environment Impact Assessment of Tieshan’gang District has been compiled. Tieshan’gang boasts large amounts of quartz sand and Kaolin, which enjoy the advantage of easy exploitation and is suitable for large-scale development of float glass, ceramics, petrochemical, phosphate industry and the other offshore industries and the construction of storage, logistics and standardized factory building.
